“Fisheries and Oceans Canada has contracted Chartwell Inc for approximately one and half years to provide training and consulting expertise in Enterprise Business Architecture (EBA) using the Governments of Canada Strategic Reference Model (GSRM). The Department is using EBA in a regional project to develop a common fishery business model to improve fishery monitoring and catch reporting in Pacific Region, and used it to identify information technology client requirements in a department-wide IT infrastructure rationalization project.   • As the MOST development team undertook a Business Architecture approach for the first time, the one-on-one mentoring provided by Chartwell together with tailored BA courses, which used Ministry of Finance based examples for the learning exercises, developed our internal EA skills, for both business and technical resources, to the point where we could continue to evolve the Business Architecture independently.
  • Chartwell provided quality assurance by reviews and walkthroughs of the various artifacts. These activities ensured that the deliverables were of a high quality.

For the relationship:

  • The relationship was a partnership. Chartwell’s role was to provide guidance and to produce deliverables jointly, not to work in isolation.
  • The aggressive timelines established and associated workload required both Chartwell and the MOST team to meet some challenging timelines. In addition, the effort required for some activities was found to be more than initially estimated. Joint plans were established to address these additional tasks within the existing contracted amounts and timescales.
  • It was a pleasure to see such a successful; partnership formed with a common goal for the outcome.

  • Chartwell provides a high level of expertise in the process of developing Business Architectures, training and coaching staff assigned to architectural activities and leading planning initiatives.

For the last twenty five years efforts have been underway to achieve a common information system for Ontario’s Child Welfare system. In the early years the technology was a major barrier to successfully developing the system. Over the years there have been a number of Child Welfare sponsored and Ministry sponsored efforts to achieve the goal of a common information system. For a variety of reasons the efforts of many people never achieved the desired outcome.

Several years ago a number of Children’s Aid Society (CAS) Executive Directors got together to see if, one more time, they might have success at developing a common information system. They began by reviewing the current systems and decided that none of those systems could fulfill the needs of a province wide, enterprise system. The decision was made to determine if there were other systems in Canada or around the world that might meet our needs.

At that time we engaged the services of Chartwell to assist in the search for existing systems. This research yielded positive results and, along with indications from Government that there might be funding for the system this time, an RFP process was begun. Again, Chartwell was engaged to lead this process. The development of the Request for Proposal, including a comprehensive set of business data, reporting and technical requirements was completed as a draft RFP towards the end of May. The final RFP was then developed and released on MERX towards the middle of July. It has been said many times, by a number of people who have considerable experience in this process, that the RFP developed by Chartwell was one of the best they had ever seen.

Funding was procured, the RFP was posted and Chartwell was once again engaged to lead the selection of the successful vendor. A very successful vendor briefing occurred and vendor questions and answers were published shortly thereafter. Six (6) proposals were received by the RFP closing time on the RFP closing date of August 8, 2005. An extremely vigorous process was followed from training the evaluation team to making the final selection, resulting in a process that was judged to be eminently fair and thorough. It also resulted in the selection of a vendor who we believe will succeed with the development of a Single Information System for child welfare in Ontario.

Chartwell’s Procurement Management Service provided the OACAS with a rigorous, defensible approach and methodology, which ensured that the acquisition would meet the CASs business requirements, provide the best value for the money and guarantee the integrity of the procurement process. The commitment of Chartwell’s staff to the success of the project and the superb relationship that evolved between Chartwell and the CAS professionals contributed extensively to the positive outcome of this project .

With assistance from Chartwell, the OACAS and the Children’s Aid Societies managed to develop a comprehensive Request for Proposal for a Single Information System and procure a solution that will meet both today’s needs and tomorrow’s directions! The successful implementation of the SIS Solution will not only benefit the CASs but will also serve as the model for other Child Welfare organizations.

The representatives of Chartwell were very professional and knowledgeable about the GSRM and the notion of mapping services from a variety of sources. It was, at times, challenging to understand the end goal of the BTEP process but Chartwell was able to provide guidance in order to draw from the variety of knowledge sources of workshop participants. Chartwell was always prepared to explain the reasoning behind the process and took the time to walk through some of the artifacts that were produced.

The ability of Chartwell to respond to the needs of workshop participants while keeping on top of gauging their level of comprehension and being responsive to questions.

This recent project had some real challenges, yet together, we got through it and delivered on time and on budget.

We have been able to use the report and artifacts that were produced during this process in moving forward to the next phase of the Youth Segment, Service Vision for Canadians. The Chartwell report is being used as a reference point and is serving as a major policy piece that will inform the future of youth services for the government of Canada. Other interested areas from provincial and federal governments have come forward and asked for copies of the report after having heard about the work that was done during this project. The only comment with regards to the wording used in the report is that it is technical and not necessarily easy to read for the general public. For that reason, HRSDC had a communication specialist synthesize the report into common language for an audience that may be unfamiliar with the process.

The relationship between HRSDC and Chartwell was cooperative and professional.
