Transforming service to meet the needs of Canada’s youth
Many different organizations and jurisdictions across Canada offer services to youth. One of the challenges posed by an initiative that is seeking to improve services is to bring together these organizations and then to establish a common vocabulary and model that would seek to offer better mechanisms for service delivery.
Using the GSRM to build a collaborative model and identify key opportunities to work together
To overcome these challenges, Chartwell Inc. was retained to work with multiple federal departments, two provincial governments, and two non-government service providers to identify four transformational initiatives that would improve services to youth.
While Chartwell was retained by Human Resources and Skills Development Canada, the consulting team was charged with the responsibility of using Treasury Board Secretariat’s Business Transformation Enablement Program (BTEP) methodology.
In essence this methodology uses three two-day
workshop sessions to:
- Identify the services offered to youth
- Develop a common vision for youth
- Map out a skeletal description of 3-4 opportunities that would achieve the vision through improved service delivery.
A key additional and unique component in the development of the service vision was the use of Youth Engagement to react to proposals being identified at the workshops. As opportunities were identified by the service providers, program experts and policy specialists, they were presented to an on-line consultation group (www.youth.gc.ca/cyc) and this feedback was provided to the workshop participants. Once key opportunities were prioritized by the workshop participants, an invitational workshop was held with young Canadians to obtain their reactions to the proposals.
All workshop participants had expressed strong support to the goal of having young Canadians be a vital part of this exercise. T ensure that this goal was achieved, three steps were done to engage youth: on-line consultation, focus groups sessions and an invitational workshop that brought together the participants of the on-line consultation and the focus groups.
Results: A common vision for Youth Services in Canada
The results of the project included a shared vision for youth across all of the participating jurisdictions:
Youth are respected, have equitable access to opportunities to be effective members of and to contribute to a society that cares about them, and supports and encourages them throughout their transitions.
In addition, the workshop sessions defined:
- Youth programs and services to set the context for identifying transformation opportunities;
- Societal outcomes aimed at addressing youth needs and a problem statement based on ranking and a root cause analysis; and,
- Four opportunities for youth services transformation, including
- Youth Action Roundtable
- Community Profile of Youth Services
- Youth Resource Centres
- Innovative Community Opportunities for Youth

The Youth Segment, Service Vision for Canadians is one of many initiatives being sponsored by the Canadian federal government in its pursuit of a more effective and efficient service delivery network for Canadians.
Arising from this initiative, Human Resources and Skills Development Canada will be seeking additional support to move the four transformation opportunities forward.
Chartwell’s consulting support to the Youth Segment, Service Vision for Canadians has enabled service providers to youth to come together in search of a more collaborative solution, one that achieves the vision for youth.
