Overcoming the Impediments to Success
On May 27, 2004, thirty representatives of the Chief Information Officer Branch (CIOB) of the Treasury Board Secretariat, Library and Archives Canada (LAC) and Public Works and Government Services Canada (PWGSC) came together in a special working session on a Government of Canada Information Management (IM) Strategy.

They identified a number of problems that were impeding progress in IM today and asked that they be addressed in order to smooth the way forward.

Applying the GSRM to Create a Commonly Understood Program and Service Model for Information Management

As a strategy to addressing the identified problems, the Information Management Division in Treasury Board Secretariat sponsored the iterative development of an overall information management program and service model to

  • Define a common business vocabulary for IM in the Government of Canada

  • Understand the scope of information management

  • Identify IM services and clarify and align the respective accountabilities, responsibility and linkages for IM services between the lead agencies – LAC, PWGSC and TBS

A key challenge is this project was newness of the GSRM and overall lack of awareness and familiarity with its use between stakeholders.

To overcome this challenge Chartwell:

  • Led the development of the first iteration of the IM program and service information management model using the GSRM and developed central agency organizational design options

  • Conducted presentations and working sessions with representatives from lead agencies to identify options for assigning accountability for IM program outcomes and services

Results to the Central Agencies:
The results were very positive. The central agencies all saw value in the approach and the business models and have given it wider support to also support IM initiative planning and alignment.
