Result:

Chartwell and the Ministry of Finance build the blueprints for the redesign of Ontario’s tax systems.


Issue:
The Ministry of Finance had, over time, developed a business, information and systems model that supported a separate, siloed view for each of the 26 types of corporate taxes and rebates it administered. This in turn resulted in significant operational and strategic challenges for the Ministry as it sought to improve client relationships, and to more efficiently manage the corporate tax system. The MOST initiative was undertaken to streamline both business and systems’ efficiencies, and to improve the Ministry’s ability to manage its tax collection capabilities.

Approach:
Working with Ministry staff, Leslie developed the first Ministry-wide profile of the types of taxes, along with their associated governing legislation and regulations. A full profile of the suite of business services (both internal and public) was also developed and reviewed with key stakeholders.

This key business model deliverable was then used as input to two separate follow-on activities. The first was the development of a comprehensive Conceptual Data Model that defined the boundaries of the data of interest. The second was an assessment of how well the Ministry’s current systems supported the business model – information acquired in a workshop setting with representatives from all key areas of the business .

The Results:
The deliverables from this phase of the project were key inputs into the Ministry’s follow-on business case for the acquisition of an integrated tax administration software package.
