Adapting to Meet New Challenges
The Department of Fisheries and Oceans (DFO) has recognized a lack of reliable and accurate fishery monitoring and catch reporting information as a significant impediment to improving resource management effectiveness and delivering on new policies and legislation.

Implementing the GSRM to Develop the Fisheries Management Business Model
To support DFO in addressing these challenges and to develop an overall Information Management (IM) plan to improve the quality of operations and decision making, the Information Management area in DFO’s Pacific region developed an overall fishery management business model using the GSRM.

This business model is being used to assess the current fishery management business function, identify improvement opportunities, inform decisions on IM/IT initiatives, and to support the evaluation of future service design options and plans.

Ensuring the DFO Team Has the Skills and Knowledge to Continue On
As public sector design using the GSRM is a highly specialized skill set, DFO retained Chartwell to provide team coaching and mentoring to develop internal business architecture capacity and capability. Chartwell provided the following services to the team:
  • Training and mentoring in business architecture and design using the GSRM
  • Quality assessment of deliverables
  • Support for stakeholder engagement planning and presentation development


Result: Capability, Tools, and Support for the Future
The results have already exceeded the department’s expectations in a lot of ways. DFO has developed a working fishery management business model which is being used for everything from straightening out accountabilities and defining information requirements to assessing IT investments and evaluating the impact of new legislation.

The team of capable business architects are enthusiastic about what they see as a set of tools that can make a huge contribution to the organization and have gained confidence in using and promoting the models.

But what is most surprising is the level of understanding and support by senior executives in the department even at the very early stages of the project. The concepts and approach are striking the right chord with management. They see the kind of structure they know they need to move forward on a very complex agenda and they see a way of communicating about the big picture that they need both within the department and with stakeholders.
