October 2005 - Valuable opportunities for learning following Better Outcomes for Citizens . . .

Chartwell was gold sponsor at the recent "Better Outcomes for Citizens" conference in Ottawa, attended by over 200 federal employees and leaders wanting to know more about transformation capabilities and enterprise architecture standards being developed and shared across jurisdictional government. Chartwell presentations were provided by Dave Wallace, Vice President, National Public Sector Program, Bill Rasberry, President, Nexient Learning , and John Bruder, Ottawa Regional Director and lead Federal practitioner.

Cornerstones of the approach are modeling tools known as reference models. Chartwell in fact developed these reference model standards in the nineties and placed them in the public domain, where we have continued to lead the development and use at all 3 levels of government.

The MRM ("Municipal Reference Model")
In use by over 20 major Canadian Municipalities to support a wide-range of enterprise level business and IT challenges.

The PSRM ("Public Service Reference Model")
Adopted by the Province of Ontario and is used by Management Board Secretariat to ensure alignment of change initiatives to service improvement objectives.

The GSRM ("Governments of Canada Strategic Reference Model")
Led to the development of the BTEP (Business Transformation Enablement Program) in Treasury Board Secretariat.

There were many requests for “how do I learn more”, “how do we apply these ideas?" Here’s how!

Chartwell, in partnership with Nexient Learning , Canada’s largest provider of education to government, have been delivering education on these standards to the Province of Ontario for 3 years, and more recently to the Government of Canada. The first fall series is November 8 th, 9 th, and 10 th. The course schedules, costs, contact information and outlines for Ottawa can be found at:

The instruction is provided by senior practitioners, who have been applying these methods in government for over a decade and understand the challenges.

In the OPS, over 400 employees have been through the curriculum from business solutions managers, business analysts to technology staff, with excellent results. Our curriculum is specifically aligned with government, and includes real case studies and practical tools for modeling and implementation.
