takes the lead on Pan
Canadian Standard for
enterprise transformation
Dave Wallace, former Chief Technology Officer
for the Province of Ontario,
has been with Chartwell
since September 2005 leading a national program and community
of interest for a Pan Canadian Standard for all levels of government,
using reference models to standardize an approach to enterprise
level business and IT challenges, with the goal of service delivery
improvements to citizens.
Reference models are a series of modeling
tools and techniques developed and aligned with government for
government. The models create a common language and reusable deliverables
across programs, services, processes and architectures. Chartwell
and all levels of government developed these reference models,
beginning in the nineties and placed them in the public domain,
where we have continued to lead the development and use at all
3 levels of government
Dave Wallace spoke at
the National Enterprise
Architecture for e-Government
Conference 2006, the 23-24
March, in Aarhus, Denmark,
sponsored by The Ministry
of Danish Regions. He spoke
on Canada’s
leadership establishing
standards and moving the
yardstick for e-government.
Dave and John Bruder,
Chartwell’s Regional
Director in Ottawa presented
to a sub-set of the Public
Sector CIO Council meeting in Victoria on February 9th & 10th.
The approach was well received
and further discussions
and awareness continue.
Dave Wallace and Gary Doucet, Chief Architect from TBS also led
a session at Lac Carling this year, on the emerging Community
of Practice they have been developing across governments.
In Alberta, April 24-25
better OUTCOMES for Citizens, a 2-day conference
attracted 140+ attendees
from all levels of government
across Canada, focused on Transforming Government: to explore
the Pan Canadian framework to synergize efforts across all government
jurisdictions. The conference was a great success, the 2nd sponsored
by TBS and vendors alike. Toronto Water Patrick Newland and
Chartwell partner Sandy McBride co-presented on the City’s success
with their water, wastewater
transformation, an enterprise transformation that saved $millions
of the city’s
operational budgets. Other
delegates from across government
spoke to their successes utilizing the Government of Canada Strategic
Reference model. Gary Doucet, Chief Architect from TBS and Dave
Wallace , Vice President, Chartwell, co-presented The "Pan
Canadian Government Leadership" success factor.
Chartwell and CDI/Polarbear (now Nexient)
also presented our consulting/knowledge
transfer approach to raising
the capabilities in government
to work with, understand
and utilize these public
domain standards.
