Approach and Methods
Chartwell is an enterprise transformation management consulting firm. Operating from offices in Toronto, Ottawa and Edmonton we are planners, portfolio managers and educators. The firm has enjoyed a continuous relationship with the Ontario Public Service providing planning services for 23 years. Over that time we have literally worked with every ministry of the OPS, on numerous occasions.

  • We understand public service delivery. Our primary market focus is the Canadian public sector. We work with all levels of government in Canada and in fact is now the Canadian vendor leading the design of multi-jurisdiction program/service delivery.
  • We think and work holistically. We consider all dimensions of program performance and how ‘all of the pieces work together’ for successful service delivery outputs and program outcomes. We support our clients in the design and assessment of programs, services, processes and resources; in the definition of target client needs, delivery organization units and accountabilities, their authorities and program/service performance measures to name a few.
  • We make program improvement recommendations that are practical and will make a difference. Our recommendations are drawn from a competency developed over the years which allows us to work with our clients ‘from concept to outcome™’. Ours is a rich range of services spanning program strategy to implementation assistance.

Our planning approaches for designing and improving government programs and services (for any level of government) draw heavily on the use of standard government reference models. These models, developed by Chartwell, have been provided to government to advance their use rather than held as proprietary assets. Chartwell and Program Evaluation, Our Value Proposition
We are pleased to be a member of the Vendor of Record for Program Evaluation. For Chartwell, the ability to provide rapid, meaningful, informed and methodical program and service reviews and evaluations is a key component of our planning competency. Our approach supports our clients in better understanding their ‘business’, identifying critical control points and allowing them to effectively plan and implement business transformations or strategic interventions to achieve their desired outcomes.

A critical success factor in program evaluations is determining what you need to know to make key program decisions and how to collect and analyze the requisite information. Whether it is a public-facing or internal program, the objective is to ensure that the program evaluation and recommendations leads to a relevant and sustainable program not only today, but into the future.

Chartwell has long recognized the need for a comprehensive framework encompassing program design, performance measurement and evaluation and have worked towards solutions over the past 20 years, investing more than $1 million on research in this effort, gathering data from several hundred government agencies. As referenced earlier the result is a powerful normative approach gaining widespread adoption internationally and in all jurisdictions in Canada - the use of common public sector reference models, as a tool kit for a practice known as Business Architecture. This approach is setting standards across all jurisdictions and quickly becoming a best practice for successful complex transformation initiatives and program evaluations.

Enterprise Business architecture is a discipline that uses structured techniques to define and iterate a formal business design based on modeling program outcomes, service integration and accountabilities and processes. .

A reference model is the toolkit. The models are based on patterns that have emerged within specific types of programs and services across jurisdictions. They comprise business and service design tools that link program outcomes to service delivery outputs and processes, with performance measures, identified target groups and needs. These reference models create a common language. They structure the ‘business’ of government into discrete, understandable components.

When undertaking evaluation and strategy for public sector organizations, this systematic approach is the only way to develop a true consensus, manage inherent complexity, and align and prioritize actions with strategy in a meaningful way.
